HONGKONG.

GOVERNMENT HOUSE.

5th November, 1914.

I have the honour to transmit the enclosed

paraphrase and translation of cypher and code telegrams received from you on the subject of the rupture of diplomatic relations with the Turkish Empire.

2.

As far as I can judge there is no feeling of sympathy with Turkey among the Mahomedan civil population in the Colony. I have given Mr. Arculli, a Mahomedan Justice of the Peace, permission, at his own suggestion, to read & translation he will make himself of your telegrams concerning :

the attitude and conduct of the Turkish Government, in the

Mahomedan Mosque.
